The Shelter

The seventh floor of the Nishihara Building is the Pokemon shelter, an outlet run by the Interregional Association for Abused Pokemon (also known as the IAAP). Here you can adopt Pokemon that were rescued from abusive owners, given up, or just in need of some shelter from the outside world. This is slightly different than the hospital (these need less care) and the eggery (all babies are given to the eggery), and all but a couple Pokemon are up for adoption. You can volunteer, however, and the staff would love it if you could show these Pokemon a vast array of human personalities.
