Outpost Island Infomation:
Outpost Island is a small, rocky island out in the middle of the ocean. However, it is a good halfway point between the surfing-route of Route 7 and the diving-route of Victory Dive. Because the Underwater Arena has no place to buy items or heal Pokemon between battles, it is strongly suggested that you spend as much money as possible at the PokeMart here.
The "town":
There is no Outpost Island town...it's too small of an island to actually have a town. What it does have is a few buildings on its rocky surface, including a Pokemon Center, a PokeMart, a small ocean research lab, and a couple houses and one small apartment building for the insane people who live and work on the island. The Elite Trio and Champion also have apartments here, so maybe you'll see one of them on their days off!
The Pokemon Center:
Just a Pokemon Center...though it does have a PC (like all of them), so you might want to get the Pokemon you have who can go under water. If you need help deciding who to bring, ask some of the people wandering around inside. Also, if you need a transportation Pokemon, you can hire one here.
The PokeMart:
Normal...but it has a large selection of items. You may want to spend as much money as possible here...they have special discounts on Revives and Hyper Potions: buy five, get one free; buy eight, get two free!

The researchers here make oceanic Pokemon their main focus. Some of the subjects they study are non-ocean native Pokemon making their homes along Route 7 and Victory Dive, abnormal Pokemon that sometimes pop up, and the general study of how the ocean affects oceanic Pokemon. Is there more to their studies? Who knows...though they have been seen with eggs and captive Pokemon. Maybe you should go inside just to check it out!
It may also be a good idea to check with them on how to go about doing Victory Dive, and what Pokemon to bring. If one of the scientists is in a good mood, they may give something to you to help you out.
The trainers:
There are a lot of trainers on Outpost Island, found walking around, hanging out in the Pokemon Center, stocking up on items in the PokeMart, learning about how to handle Victory Dive in the laboratory, or battling and trading Pokemon anywhere on the island. Make sure to talk to everybody. Trainer battles are a good way to do some last-minute leveling-up for your Pokemon who can't handle the training conditions of Victory Dive...or you may be able to score a good Pokemon for Underwater Arena though a trade.
So talk to everybody...who knows what sort of people (and Pokemon) you may come across!
