Guide to the City
Storm Harbor is a deep oval of sea that has bitten into the land. The city sits on a rocky basin as the cliffs tumble into the ocean. From the upper hill of the cliffed you can look down the rows of houses and sloping streets onto the masts of all the fishing ships in the harbor. Most of the streets are series of steps and ladders, all leading towards the harbor's docks, but some take a round about route through the rocky caverns carved out by the water running under the city centuries ago.
Storm Harbor is a calm port, protected from the stormy northern sea by the two arms of rock coast that sweep out to encircle the water. Every morning most of the boats go out, and every evening they come back. Of the boats that stay in dock most of the time, the most famous is the Sea Fan which once patrolled the waters around the fleet for dangerous pokemon like sharpedo. The Sea Fan is now too old, and dangerous to take out in the rougher waters, so it was decommissioned in favor of the Gypsy Seadra, and turned into a gym for the Shell League.
Away from the dock, visitors can peruse the cavernous market. Admittedly, the only thing being sold here most days is fish. Stalls wait in a huge cave under the city for the daily catch to come in, and then they will sell it for a good price. During the day, the market area is crowded with people buying their food, children run around underfoot playing games, and the din even over-powers the shrieks of the wingull who circle the harbor. At night, however, the market is a spooky place, and there are warnings all around for children to stay away, or monsters will eat them.
Continuing to explore through the caves under the regular houses will bring the visitor to a stairway that runs away from the city, heading up until it meets the eastern wall of the harbor. From there the steps continue, carved into the rock, until you come to a shack towards the end of the seawall. It's possible to gaze from here, and see the sea, and the fishing boats, or you could go into the shack where the nurse will heal your pokemon for free. And if you wish to participate in a Spore League pokemon battle, she won't say no, either.
If you go down again from this trail, you do have a choice, instead of taking the stairs back into the cave market, you could go to the left and head up the hill, on a sloping trail. This takes several twists and turns, before leading back to the docks, and the pier where the Sea Fan is moored. However, if you take the wrong turn along this branching trail, you will end up in a dead end alley, with the narrowest battle of your life facing you, when the final gym leaders of the Confusion League challenges you.
The Sea Fan
This old ship has several decks and a captains cabin. The old captain can usually be found mending nets on the deck, or working the weather charts in his cabin with the help of his ham radio, and connection to the fishing fleet. He'll insist on battling on the deck, as it's too cramped below for most of his pokemon.
Gym Leader Captain Ishmael - The Weather-Eye
Captain Ishmael is an active old man who trains some of the toughest pokemon around. He usually wears warm sweaters and water-proof pants, now that he's retired, but he'll throw on a wind breaker, if he knows the weather is going to get wet. Often seen smoking a pipe, he was a great battler in his day. He says that he likes testing other trainers, although his goal is only to see that they are capable, not to beat them into submission.

Unbeatable prices for fish, and not much else. One man sells tentacool in a tank, though, and another sells both krabby, and corphish -- guaranteed to be great guard pokemon. For some reason, no one wants to buy. Although children will tap on the glass.

Rocking Berth
Storm Harbor's only pokemon center, and located so far out of the way that you can get the general idea of the resident's appreciation for pokemon trainers. Basically, the shack consists of a lower story with tables and a healing machine, and an upper story with many hammocks.
You can stay here, if you're planning to spend a night, and you'll be looked after Nurse Joy. Seriously, her name is Joy. Don't mention pink, or identical family members to her. She will not be happy. And she's a gym leader for the Spore League. In fact, she's the head of the league.
If you want to battle her, she'll send you to sleep up above, and battle your pokemon on the stairs outside her shack. Not only is the "gym" narrow, you'll have to fight uphill, as Joy always takes the high ground.
Gym Leader - Joy the Pokemon Nurse
Joy is tall, with curly red hair, and dresses in light blue nurse's scrubs. She is in no way amused by comments about her name, or her profession. She likes battling a lot, which was why she agreed to become gym leader for the Spore League. Her "league approved" chansey will send you to sleep, but she actually battle with a fiercer set of pokemon. One of these will be your opponent.

This dead-end alley has a sign marking that it is, in fact, the Confusion League Gym. The alley is dim, over shadowed by two of Storm Harbor's stone buildings. Boxes and trash cans litter the alley. The gym space is even narrower than the Rocking Berth's gym, and it will be narrower, still, when you start the double battle with the two children gym leaders.
Gym Leaders - Brian and Sandy: Best Friends Forever
These two have been friends since their parents moved into the houses on either side of the gym space. The neighbors have been battling in the children's tournament for years, and almost always have been champions (no one likes to talk about the year when Brian had the flu, threw up in the first round, and had to be taken away). Now 14, the two only have two years left before they have to give up the Storm Harbor Tournament. It's a good thing that both like gym leading a lot, as they're likely to stay gym leaders.
Sandy is more aggressive in her battle style than her friend. She wears her father's old sailing coat most of the time -- even though it is too big for her. Underneath she wears canvas pants, and a blue sweatshirt. Her goal when she grows up is to continue captaining the Gypsy Seadra like her father.
Brian is more subtle. He wears nice jeans and t-shirts as his mother is more careful about what he wears than Sandy's mother is. He generally ties his long hair back, and likes to pretend that he is growing a beard. He plans on being someone important who makes a lot of money. But he doesn't know exactly how that's going to happen.
