Welcome to the Ancient City
The rich and the poor are well separated in this city. The Point, site of marvelous ruins, and the best ocean view, has been taken over by foreigners, and rich folk, mostly representatives of the Nishihara Corporation. There are shops, offices, and the homes of the well-to-do in this triangular borough off the sprawling, less fortunate, Ke-Hipa. It is in Ke-Hipa that the fabulous Southern Bazzar is located, along with pick pockets and thieves, who make their homes in the cheap shacks and tenements.
Ke-Hipa Point - The Land of Ruined Splendor
Besides the nice houses with impressive gardens and statues, bordered by high fences, Ke Hipa Point also sports an upscale shopping district, where the prices are outrageous, and if you're feeling in an historical mood, you can wander down to look at the ruins by the cliff, or if you came here to do what a trainer has to do, the Shell League has a gym among the ruins, and the Blizzard League's Gym Leader also runs the casino here.
Velvets and Silks
Where Ke-Hipa's elite shop for clothes. You could get a nice dress or suit, here, too, for 10,000 pyen or higher. On the other hand, they also have a section devoted to the pets of the Ke-Hipa Elite, where you may find something you want
The Garden
The boutique for the refined pet lover, you can buy all sorts of things here. The lady behind the counter can be quite officious if you let your pokemon roam around, and she doesn't happen to approve of the pokemon.
The Flower Bed
Attached to the Pet Shop is the breeder's station where they sell young pokemon for a price. The head breeder here is the husband of owner of the pet shop, however, he's more easy going than his wife. Also, more out going. He can be really jovial and verbose, especially about miltank, his favorite pokemon. His daughter is more quiet, and helps him out with the young pokemon he has.
Chansey Palace
The casino is quite modest, with a foyer, the large side room for slot machines, and another room for cards, as well as a set of stairs leading up to the manager's office. Just remember, Miteinjan law doesn't allow gambling below the age of 21, so if you go up to the counter in the foyer to get chips, the lady will ask for your ID. On the other hand, you could try going up the stairs to the office, because the manager is actually the head of the Blizzard League, and a lot of his money goes to fund the "lesser" pokemon League's in Miteinjan.
Gym Leader Cesar Morgan The Savvy Gambler
Cesar is a middle-aged man who is proud of his ruthless, self-made image. As a boy from Li Jing, he surprised everyone when he specialized in ice type pokemon, and worked in the Sapphire Gym, before interning with the Nishihara Corporation. When he was hired by the Corporation he quickly rose, and ended up making a lot of money, before returning to the training circuit in far away regions. Finally, he cashed in many of his investments, and settled down in Miteinjan, where he helped fund the new tourism campaign provided by the Miteinjan government.
Mr. Morgan is a short, sober looking man, who always wears impeccable business suits, and has taken to wearing hats after discovering that he is going bald. A family man, he has two sons, and a daughter, as well as a loving wife, who stays at home to look after the baby pokemon. He donates his money generously to the Castle Spire School, shelters for wounded pokemon across the region, and is an active sportsman, who supports the expansion of training within the region. He has not forgotten his favorite pokemon, and created the Blizzard League in their honor. He also supports efforts on the expansion of pokemon rights, such as making smeargle credible artists in their own right, and not considered "tools of the trade." His secretary is a Frosslass, and is paid a livable wage if he should die before she does (something very likely to happen, he often jokes, as she's already dead).
Mimi, the Frosslass, will be the one to freeze your selected pokemon. She will also cause you to forget which room of the three rooms behind Mr. Morgan's desk your pokemon was put in. Choose one of them, and Mr. Morgan will give you an ice heal and accompany you into your room of choice.

The fanciest place to stay in Ke-Hipa. It commands one of the highest views of the entire city, from the higher Point neighborhood to the lower slums of Ke-Hipa, you can pay for a nice room with a good view, and chansey maids.

The Old Outlook
These are the pink stone ruins of Ke-Hipa's formerly robust civilization. Thin veins of a bluer stone run through the crumbling walls, which sparkle in moon or sun quite wonderfully. Most of what is left would be arches that spanned old streets, columns, and a few walls showing where buildings once stood. You could hunt around the oval ampitheater at the farthest edge of the cliff for the guide and curator of this open air museum. She's also the gym leader, and the ampitheater is known as Conch Outlook.
Conch Outlook
In the ancient days this used to be a theater where plays were held at the low stage under the stars with the backdrop of the sea. Now the multi-tiered seats are crumbling, and the path down to the theater pit is well worn, indeed. Still, every year there is a three day festival celebrating the old plays that takes place here. With free admission most of the people of Ke-Hipa crowd in here, to watch a marathon of tragedies, comedies, modern plays, and on the last day, and encore performance of the best play of the festival, as voted by the audience.
All other times of the year, though, the pit of the theater serves as the arena for the pokemon battles between challengers and the curator-gym leader Cassandra battling for the conch-shaped Trumpet Badge.
Gym Leader Cassandra the Historical Illusionist
Cassandra is a young woman in her early twenties. Usually seen in a white robe with a purple veil in her coiled and braided black hair, she is as strange and exotic as the Old Outlook. She actually comes from the Hoenn region, and has traveled around various regions to improve her studies on the diverse ancient cultures. Her favorite area is the Ruins of Alph in Johto -- but Miteinjan's job was more prestigious than simple tour guidette of the Ruins, and she enjoys working here.
Her battle style tends to rely more on causing secondary status conditions like confusion, than doing serious damage, but she can be a tough opponent if you aren't careful.

Ke-Hipa - The Lively City of Floods
Ke-Hipa is actually at sea level, and on lower ground than the Point, which means that during the spring, there is often chance of flooding. The main industry here is clam digging (actual clams, not pokemon), with people using the broad stream that runs to the beach and the sea beyond as their water source for everything. Naturally, by the time the water gets out of Ke-Hipa's poor neighborhoods it is a little dirty, and sometimes there are outbreaks of cholera when the summer hits. There hasn't been one since the charity hospital was built on the rising ground opposite the hill that leads to Ke-Hipa point, though.
At the lowest point in the city, overlooking the stream, is the restaurant "The Clam Lodge" which serves cheap food at a good price, and uses local clams. One of the waitresses here, Marillee, is actually a gym leader in the Shell league, and the battles are considered live entertainment for Ke-Hipa's laborers as they eat a good bowl of clam chowder.
Slightly closer to Ke-Hipa Point, there is a large square off the main road, which hosts the Ke-Hipa Bazzar. Stop in for some deals, or stop in to be scammed, it's up to you.
The Charity Hospital
Run by the Righteous Sisters of Shaymin, the hospital is open to the public. Human care is free, but pet owners and trainers have to pay 50 pyen per pokemon to get them treated. By clever manipulation of Ke-Hipa's zoning ordinances, the hospital is the only place in Ke-Hipa that can treat pokemon injuries, forcing the richer members of Ke-Hipa point down here on occasion. "It's good for them to see how everyone else has to live down here," argued Sister Superior Anges during the town hall meeting. "And if they don't like paying, the next closest place that will treat pokemon is a House Boat out on the Mitein Bay Road, and I think the nice people there would love to meet some new people, so it works out very well for everyone involved." Indeed, donations to the hospital tend to go up whenever a few pokemon at the Point have gotten sick.
Clam Lodge
It's a large wooden shack that was once a lumber warehouse, but was turned into a restaurant a few years ago. A well known pokemon trainer came to work here in order to earn some money while she trained her weaker pokemon on week-ends. Soon Cesar Morgan found out about her, and asked her to become a temporary Gym Leader for the Shell League. The battling that she used to do out around back of the restaurant has gotten so popular that her boss, Jeff, brought it inside, and it is now considered a local treat to go down and eat while watching a battle.
Gym Leader - Marillee the Waitress
This was supposed to be a summer gig for Marillee as she trained for the Indigo League. Just earn enough money to live on, and train her weaker pokemon in her free time. Well, she soon became a local attraction on week-ends, training down by the beach, or hiking up Waldmeer Strasse to Wetman's Edge, and after a while Mr. Morgan approached her to set up a fifth gym for the Shell League until they could build one in Coast Village.
Well, that project never went through, and now Marillee is a local hero, who lives in Ke-Hipa, and thinks of herself as a Miteinjan rather than a Kantoan. She says she will go back to training, if another Shell gym is built, but for the moment she's Ke-Hipa's favorite gym leader.
Marillee was named for her mother's favorite pokemon, marill, and has been trying to live down the humiliation ever since. When acting as Gym Leader, Marillee wears the gray-blue short sleeved dress and black waist apron of her work place, with her brown hair held back in a net. She's an average looking girl with a tough, no-nonsense attitude that's much admired by the patrons of the restaurant, and she has several offers of dates (which she's all turned down). Marillee prefers to use the physical pokemon that can be seen helping the clam diggers and the few fishermen down in Ke-Hipa, and keeps the battle in close quarters, if she can, because fighting indoors with so many people around can be dangerous.

Naturally, by the time the water gets out of Ke-Hipa's poor neighborhoods it is a little dirty, and sometimes there are outbreaks of cholera when the summer hits. There hasn't been one since the charity hospital was built on the rising ground opposite the hill that leads to Ke-Hipa point, though.
At the lowest point in the city, overlooking the stream, is the restaurant "The Clam Lodge" which serves cheap food at a good price, and uses local clams. One of the waitresses here, Marillee, is actually a gym leader in the Shell league, and the battles are considered live entertainment for Ke-Hipa's laborers as they eat a good bowl of clam chowder.
Slightly closer to Ke-Hipa Point, there is a large square off the main road, which hosts the Ke-Hipa Bazzar. Stop in for some deals, or stop in to be scammed, it's up to you.
The Charity Hospital
Run by the Righteous Sisters of Shaymin, the hospital is open to the public. Human care is free, but pet owners and trainers have to pay 50 pyen per pokemon to get them treated. By clever manipulation of Ke-Hipa's zoning ordinances, the hospital is the only place in Ke-Hipa that can treat pokemon injuries, forcing the richer members of Ke-Hipa point down here on occasion. "It's good for them to see how everyone else has to live down here," argued Sister Superior Anges during the town hall meeting. "And if they don't like paying, the next closest place that will treat pokemon is a House Boat out on the Mitein Bay Road, and I think the nice people there would love to meet some new people, so it works out very well for everyone involved." Indeed, donations to the hospital tend to go up whenever a few pokemon at the Point have gotten sick.
Clam Lodge
It's a large wooden shack that was once a lumber warehouse, but was turned into a restaurant a few years ago. A well known pokemon trainer came to work here in order to earn some money while she trained her weaker pokemon on week-ends. Soon Cesar Morgan found out about her, and asked her to become a temporary Gym Leader for the Shell League. The battling that she used to do out around back of the restaurant has gotten so popular that her boss, Jeff, brought it inside, and it is now considered a local treat to go down and eat while watching a battle.
Gym Leader - Marillee the Waitress
This was supposed to be a summer gig for Marillee as she trained for the Indigo League. Just earn enough money to live on, and train her weaker pokemon in her free time. Well, she soon became a local attraction on week-ends, training down by the beach, or hiking up Waldmeer Strasse to Wetman's Edge, and after a while Mr. Morgan approached her to set up a fifth gym for the Shell League until they could build one in Coast Village.
Well, that project never went through, and now Marillee is a local hero, who lives in Ke-Hipa, and thinks of herself as a Miteinjan rather than a Kantoan. She says she will go back to training, if another Shell gym is built, but for the moment she's Ke-Hipa's favorite gym leader.
Marillee was named for her mother's favorite pokemon, marill, and has been trying to live down the humiliation ever since. When acting as Gym Leader, Marillee wears the gray-blue short sleeved dress and black waist apron of her work place, with her brown hair held back in a net. She's an average looking girl with a tough, no-nonsense attitude that's much admired by the patrons of the restaurant, and she has several offers of dates (which she's all turned down). Marillee prefers to use the physical pokemon that can be seen helping the clam diggers and the few fishermen down in Ke-Hipa, and keeps the battle in close quarters, if she can, because fighting indoors with so many people around can be dangerous.
